There is a fair in a small town. Detective Martin has been appointed to investigate who had moved the horses from a merry-go-round to the town's church tower. After an exhaustive investigation, he discovers a gang of children calling themselves The League of Justice. The children are taking their revenge on the old man who runs the merry-go-round, thinking he cheats upon them by cutting short the rides on his attraction. Martin eventually finds out that the old man only followed his broken alarm clock, and puts everything in order.
